According to a study carried out by the BBC in 2010, Liverpool is the poorest city in England, while Glasgow is the poorest city in the UK. The study found that businesses in Liverpool came at the bottom of the study for paying bills on time as well as Liverpool having the highest concentration of deprived areas of any local authority in England. The research further found that Liverpool has the third worst life expectancy for both men and women in England.

Liverpool is a city and metropolitan borough of Merseyside, England, along the eastern side of the Mersey Estuary. Historically a part of Lancashire, the urbanization and expansion of Liverpool were both largely brought about by the city's status as a major port. By the 18th century, trade from the West Indies, Ireland and mainland Europe coupled with close links with the Atlantic Slave Trade furthered the economic expansion of Liverpool. By the early 19th century, 40% of the world's trade passed through Liverpool's docks, contributing to Liverpool's rise as a major city.

As with other large cities, Liverpool is an important cultural centre within the United Kingdom, incorporating music, performing arts, museums and art galleries, literature and nightlife amongst others. In 2008, the cultural heritage of the city was celebrated with the city holding the title of European Capital of Culture, during which time a wide range of cultural celebrations took place in the city. Many great musicians have come out of Liverpool such as The Beatles, Cilla Black, The Zutons and Atomic Kitten.

Not only is Liverpool famous for its music but it is home to Premier League football clubs Everton and Liverpool F.C. The city of Liverpool is the only one in England to have staged top division football every single season since the formation of the Football League in 1888, and both of the city's clubs play in high-capacity stadiums. Both Everton and Liverpool have played in the Premier League for every season since its inception in 1992.

Durham is nowhere near the poorest city in England. Try Bradford, Stoke, Sunderland or Liverpool. If your looking at towns & not cities, Middlesbrough, Barnsley, Accrington, Burnley or Blackburn are worth a stab, although many of the London boroughs like Tower Hamlets and Lewisham are far poorer than any of the above.

It really annoys me when all  that can be done is raise out all the "poorest" cities and do nothing about it. What's needed is creation of new jobs and trainings for all those people depending on benefits. It easy to come up with names and label such as "social exclusion" but what is being done about the situation?
I am from Nottingham and I've worked since the age of 16 and made redundant a year after my first job.getting an other job was a nightmare despite my good grades and experience. There's so many people who want to work and earn good money within those cities. The government need to consider boosting economy in those parts of the country in order to build a society reliant-less on welfare
and keep welfare only for the very unfortunate people

There are a number of candidates for 'The Poorest City in England' but Durham is not one of them. The ten most poorest cities in England based on conventional criteria are as follows:- Derby, Stoke on Trent, Nottingham,  Sunderland, Leicester, some districts of London, Birmingham and Manchester, Plymouth and Southampton, The most deprived 'zones' in England are not in cities but towns, especially new Towns like Basildon and some parts of some Hertfordshire New Towns. The single most deprived settlement in England might be New Baseford, Nottingham or St. Anne's or the Council House parts of The Meadows, both Nottingham. Many classic deprived areas are less so due to Government Intervention like Tyne Dock.

You're wrong about tower hamlets. Canary wharf is based in TH, as is citibank.... Not doing great at the minute, but far from going broke...

Officially as a region the north east is far and away the poorest area of this country, so I guess by default that makes newcastle the poorest? I know for fact that St Matthews in Leicester is the most deprived area of England, with Beaumont Leys following closely behind, I suppose that puts Leicester up there too. St Anne in Nottingham is very poor too, but is being regenerated. I think probably as a region the East Mids must be up there for general deprivation.
