There are eight liquid ounces (not dry ounces) to a cup. SO 2/8 is 1/4.Don't confuse liquid ounces (volume) with weight ounces (avoirdupois). 16 ounces av. Add up to 1 pound. 16 volume ounces to not necessarily add up to any given number of cups. That will depend on what the cups are holding.
