Because ethanol (C2H5OH) and Distilled Water (H2O) are formed from covalent bonding, aka bonding between anions, the gases, or the right side of the periodic table. Because there is no ionic relationship in these molecules since they're only sharing elections, these substances will not have conductivity. But if you test other aqueous solutions like KCl, AlCl3, etc., these ionic compounds will have conductivity because of the ionic relationship between their elements
