How Should States, Or Countries, Negotiate The Costs Of Controlling These Pollutants?

Price really should never be an obstacle to this kind of global problem. Everyone needs to state the facts, money is a concept we made up. The environment cannot be 'imagined' back once it is gone.
We all have the combined resources, both physical and material. We all have the time to invest, right? None of us have another planet we have to get to soon, do we?
So let's work together for the common good. I know statements like these freak out some people, who think it is either communism (somehow) or a conspiracy to take away our individual rights etc...
Every sane person realizes that ensuring a planet for future generations is far from getting into bed with a tyrannical force. At least I hope they realize that lol.
