This really depends on the country and the area of the world. But poverty is usually multiply determined which means that it's caused by many factors. Some of these are, huge national debt, lack of educational opportunities, poor parents, lack of educational opportunities for women lack of natural resources in the country, corrupt central government, generational apathy, low wages, poor health care ( you can't be at your best if you are ill).
