If you take the example of South Africa Agricultural sector, and the government provides reforms to farmers then income of farmers increases and they put more input which results more crop growth in the season and there is not need to import food. Moreover, countries can also go for exports and economy starts earning foreign exchange. This shows that country starts developing after development in agriculture sector.
