There is no drinkable water and it is far too cold and there is no oxygen. Theoretically it could be colonized due to it's solid surface but it would be extremely tedious and take a lot of work and technology and supplies would constantly have to be shipped from Earth as the only resource Pluto has is ice.

Because Pluto's atmosphere is extremely thin, the ground pressure of only a few
micro-Pa. Pluto's atmosphere may be only when Pluto is near perihelion gas.
There are too low because the surface temperature of Pluto to  fit for human
survival.

pluto is too cold
pluto is not an active planet so nothing can grow, so no human would survive
