A spectral line results from an excess or deficiency of photons in a narrow frequency range,compared with the nearby frequencies.Spectral lines are the result of interaction between a QUANTUM SYSTEM(usually Atoms,but sometimes Molecules or Atomic Nuclei)and single PHOTONS.
