It affects it's motion,it makes the kite more stable

Tails add drag to a kite at a specific point.  Typically that point is the bottom-center of the kite but tails could be added in pairs to other locations.  The tails should not add weight.  By adding drag at the base of the spine the tails help to orient the kite into the wind and increase the wind range of the kite.
