The capital of Holland is Amsterdam, but the seat of government of Holland is located in The Hague. Even though Holland is usually used to refer to the Netherlands as a whole, it is a region located in the central-western part of the Netherlands. It was a county of the Holy Roman Empire. The Count of Holland was the ruler of Holland when it was a part of the Roman Empire. Between the years 1581 and 1795, it was one of the seven provinces that made up the Republic of the Seven United Provinces of the Netherlands.

Amsterdam is the official capital and largest city of the Netherlands. It is located on the banks on two water bodies, the IJ Bay and the River Amstel. As of August 1, 2006, the population of the city of Amsterdam is estimated to be approximately 741, 329. The city dates back to the 12th century. The Hague is the seat of government and third-largest city of the Netherlands. The total surface area of The Hague is approximately 100 square kilometres. As of January 1, 2005, the population of the city of The Hague is estimated to be approximately 472, 087. The city is the headquarters of the International Court of Justice.
