The answer is probably 'as best they can'. Volcanoes can be predicted with various sensors which monitor minute fluctuations of activity. Although volcanoes can erupt with out warning while others can give signs of an eruption. Obviously the poeple that get warning signs can evacuate but some are adamant of leaving their homes.
