Province and regions are two different concepts that can be used to describe an area of land. A province is an administrative division within a specific territory such as country or within a state. A region is a geographical term which is used for a specific space or area like a river basin, a water body or a mountainous area. A region is generally referred as a collection of small units of land so a specific location in England will be a specific region.
If a large region or continuous area of a country has been given some degree of autonomy of responsibility by a national government to carry out services for citizens or for the national government it would be known as a province. This concept is similar to a state but in a provincial system the central authority has more power but the state will still have more authority. 
A region is a large continuous area that shares a particular feature that could be cultural or physical. An example of this is that in the U.S., the Southwest region of the country shares many cultural and physical traits which could identify it. A region could include a small part of a state such as Southern California or a larger global area such as Southeast Asia.
Usually when you see 'regional/provincial' together, it refers to the unclear concept of authority which can be used to encompass any province, state or regional authority. An example of this would be if someone was writing about the authority systems in Missouri, Quebec and the Tennessee Valley they could use the collective term 'provincial/regional authorities'.

For example, a specific piece of land is region, river basin, a water body, mountain area or any specific location is a region. Generally a region is referred as a collection of small units of land like a specific location in England will be a specific region of England.
