It really depends on the concentration of the water provided. If the sugar water or the salt water's concentration is very high, the plant will be unlikely to grow because of osmosis. Osmosis is the movement of water from an area of high concentration of water molecules to the lower area through a partially permeable membrane. I.e if the salt water's concentration is high (lots of salt), water will move out of the plant into the salt water, causing the plant to wither.

Similiarly, there is likely to be more water molecules in the plant itself than the milk, and therefore the plant will not grow better as well.

Hope this helps,  cheers, aceee
