Would a fusion bomb have fallout?

Yes.

The trigger mechanism for an H bomb is an A-bomb. That will create fission "dirt".  The products of an H-bomb (along with a lot of heat and a big bang) are complex and difficult to predict, but likely to create lots of nasty stuff.
