Because it is just filled with air. It's just air floating around, except there's a thin layer of rubber around it. So thin it doesn't go down easily.
How And Why Do Balloons Float On Water?
Water particles can go through the balloon wall when inflated and weigh it down. I could just figure that out and I'm 13 :P
