Why is it scientists don't actually know when tsunamis happen even when they've got tsunami wave force trackers online?

Not sure what you mean.

Scientists DO know when tsunamis HAPPEN.

But they aren't always able to PREDICT a tsunami BEFORE it happens.
This is because we still don't understand ALL the variables.

btw - last estimate I read, 25% or more of the US weather buoys (which also track wave force) are in need of replacement.  Meaning they don't work.
