The applicable definition of literate is  "having or showing education or knowledge, typically in a specified area."  You must have a solid understanding of a subject, the fundamentals, in order to progress to higher application.

For example, you cannot use the Pythagorean Theorem if you can't add, subtract, multiply and divide. 

Similarly, you can't produce drought solutions if you don't understand the Hydrologic Cycle.
