How does an energy-rich country like Venezuela find itself so short of electricity that its workers are only allowed to work two days a week to conserve power?

Hard to find any real facts as to the "why" of it but I suspect it has to do with their dictatorial government wasting money elsewhere while making the ordinary working people suffer. It really makes no sense to me in the least. But reminds me of Libya in it's day. All the resources were there but one man controlled it all. Venezuela will eventually break free of it's bonds and rectify the problem.

It might have a lot of natural resources .. But generating electricity and distributing it is very expensive.  I doubt the majority of their consumers could ever afford the bills necessary to support consistent and effective electric or gas service.
