Yes a water meniscus is concave.

"a concave meniscus occurs when the particles of the liquid are more strongly attracted to the container than to each other, causing the liquid to climb the walls of the container. This occurs between water and glass. A convex meniscus occurs when the particles in the liquid have a stronger attraction to each other than to the material of the container," as between mercury and glass in barometers.

I didn't know they could be concave. I remember once, at Sunday lunch, one of the boys was returning to the table with a cup so full that I swear it had a concave meniscus. He was doing a beautiful job of not spilling it so, to give him a helping hand, I yelled, "DON'T SPILL THAT!" He jumped a mile.
