We can,t because it is too cold and Neptune's atmosphere is only made up of harmful gasses

A human could not survive even for a second on the planet Neptune
Yes, because people have the equipment to survive in the cold weather,the methane ,no oxygen ,and the people would bring a life's supply of water.And unless you go in outer space with out the equipment then you would go psycho. Lol

Neptune's average temperature is below absolute zero, so we would die instantly if we lived there.
Optimistically yes. However, getting any of us there alive is a big problem, getting facilities to keep us alive there- that are self-sustaining- are a big problem, and finding a good source of energy there (solar panels won't do it, too far from the sun) is a further problem.
A human can defiantly not live on Neptune because of its temperature, lack of oxygen and water. You would be breathing in methane instead of oxygen
