Small "steering" rockets are used today. There are experiments proposed to use solar sails to do the same sort of thing in the future.

Space ships are also sometimes pointed in different directions by devices like gyroscopes and inertial wheels. This is what is used in the Hubble space telescope as exhaust gases from any small rockets would mess up the lenses.
