There is no relay for tag lights if your getting power to the bulb but it doesn't light you may need to reground the bulb socket. If your not getting any power but bulb and fuse are good then you may have a broken wire. I would be willing to bet the bulb socket isn't grounded any more due to rust on mounting bracket.
