A neutral substance does not change the color of litmus paper. The color remains the same.

I am doing a school project on this and I know that neutral substances do not change the colour of Litmus paper and I use red and blue paper!!!!!

The paper I use is light orange unused. A neutral solution would have no color change on the paper. It would still me orange. Bases turn it towards dark blue and acids towards darker reds.
