The three fifths compromise settled the issue because it gave the slaveowners a bigger chance for representation because the blacks actually were allowed to be counted in the census as three fifths of a person. Before this compromise, slaves were not counted and could not vote and still could not vote after the compromise. Google the compromise for a better answer.
