The maximim contaminant level (mcl) for total dissolved solids (tds) is 500 mg/l (milligrams per liter) or ppm (parts per million) (they are the same) I'm not sure of a minimum level, however without a certain amount of tds, the water would have no taste and be aesthetically unpleasant, which does not nessessarily violate any laws.
