Do China And India Have The Right To Pollute The Environment Until They Catch Up With More Industrialized Counties?

If one state has the technology to make the earth a cleaner place then it is imperative that they share that information with other states. Considering we owe China about  $519 billion as of 2008 , you'd think that we would be able to work something out that helped them to get the technology they needed to be a more environmentally conscious nation. If they really wanted to be environmentally friendly they could. They have the resources, and the money, and the friends. There is no reason for them as to why they can't take care of the world environment that will affect all the other states in the world.

Human Security being defined as having an emphasis on the security of all human beings and not just one state or nation.  Our Ozone layer for example is something that affects the whole world and all the people and many natural resources if it is damaged. We know that this has happened and we know for a fact why. We also know how to prevent it. Personally I feel that if one country is refusing to take care of the environment to the extent that needs to be done, especially for something as concrete and simple as the ozone layer, it should be seem as a threat to other countries and taken as such. A country polluting with CFCs should be a country at war.
