Every state has a territory of land, laws that exist within that land, a people who are citizens and to whom the laws pertain, and an administration of justice and taxation over the people and businesses within the borders. Laws, People, Ruler, Land. A modern state does not exist without these elements, and key to this is the concept of borders. Without known and enforced borders, a state's authority and capability is in danger.
