I was told that it's not racism to state (matter-of-factly rather than boastfully) that your race is superior to another in tech, strength, speed and intelligence if it's true. That's bull, right?

I agree with you, its ridiculous to claim that saying one race is superior to another isn't racist, because it definitely is! 

Its racist to even imply it or sometimes just commenting on a stereotype will have people saying that that person is a racist. Its political correctness gone mad... But back to your question. Yes, I would say that it is extremely racist for someone to claim that one race is superior to another, especially as it is not true, so saying it matter-of-factly just makes the person saying it look even more ridiculous.

Here's the definition of "racism" from the internet:  The belief that all members of each race possess characteristics or abilities specific to that race, especially so as to distinguish it as inferior or superior to another race or races.
