Why is weight never to scale in a scaled model?

Primarily because the scaled models are made of plastic, or an easy to work material like Balsa wood. My friend always put weights in his model railway cars when he built them so they were closer to scale weight, but his trains also went at scale speed, so were very slow. You had to take the time to appreciate the system.
