Every time atoms form a bond the reaction releases what?

Energy, of course.

That is the exact way of it. Forming bonds release energy, not breaking bonds as some will tell you.

For instance, when ATP loses a phosphate group many in biology say that is the energetic reaction. Actually it is the attachment of that phosphate group to some molecule that is energetic in the conformational change that molecule undergoes.
