On average 4 cups - the first answer was as accurate as you can get. As for the other two answers they are way off - 16oz of volume is totally different than 16oz of weight

2 cups is correct, 1 cup= 8 oz. 16 oz= 1 lbs. = 2 cups/16 oz.
One pound of sifted, or unpacked flour will measure 3 and 7/8 cups by volume.
I have weighed and measured this to be accurate.

Well I just measured 2 pound bag of powder sugar and got 9 1/2 cups so that would me 1 pound is equaled to 4 3/4 cups.

One pound carton powdered sugar is equal to 4 cups (unsifted). But if you take one pound brown sugar then it is equal to 2 cups packed 1 cup = 8 ounces
If I found a cup in a bag of sugar I would be surprised. I would rather find sugar in it
