They arent foreign alchemists they come from the country of Xing. Their names are May Chan and Ling Yao. Ling Yao is the twelfth son of the emperor of Xing and has two guards with him named Lanfan and Fu and later Fu leaves to help Maria Ross cross the border and go into Xing. May Chang is traveling with a tiny panda named Shoa Mei. She also is able to use rentanjutsu otherwise known as alkahestry. May Chang is the Seventeenth child of the emperor of Xing. Ling's contribution is that he helped Edward Elric capture the homunculus Gluttony.
