I have the same problem on my Ivy I keep in a vase filled with water. After reading other forums it appears that our problem is a result of scale bugs, aphids or mealy bugs which secrete the honeydew like sap on the leaves. Other post state that it can be treated by washing weekly with a mild soapy water and cap full of rubbing alcohol.
