The kinetic energy of the water molecules bumps the KCl around until a K+ ion dissociates from the Cl- ion. The polar water molecule surrounds the ions (hydrates them) with the partial negative charge of the O atom in water attracted to the positively charged K+ ions and the partially positive H atoms in water attracted to the negative Cl- ions. This is how ionic compounds dissolve.
