The definition of poverty is the limited access to resources is under the global average. If an area has little or no access to fresh water, that area and the people living in it is considered to be living in poverty.

A high income means you have access to resources, goods and services. A low income limits your access. People can be said to live in poverty if they have a very limited income. One way to look at poverty or wealth is by measuring people's access to resources, goods and services. Some ways in which we can measure this is by looking at information and statistics such as access to clean water.
