For most practical purposes there is no difference ; one litre of fresh water at 4 degrees C weighs one kilogramme. At higher temperatures the density of water reduces so a litre will weigh slightly less than a kilo. If the water is saline or has something else dissolved in it then it will be slightly denser so a litre will weigh slightly more than a kilo.
