In fund based business, money in the form of cash is involved in the transaction. But in case of fee based business no money is directly involved but the subscribing bank or financial institution provide financial service to the customer taking probable risk and takes fee as a service charge.

Fund based means dealing with actual cash like cash credits, term loan. Fee based (non fund) means providing only services for which we will get some income like insurance, bank guarantee etc...
