What Are The Muscles In The Area Of The Arm That Im Pointing At In The Picture. When I Flex It Sticks Out Pretty Far And I Asked My Teachers What Muscle It What And They Do Not Know?

Unfortunately, I can't see the picture of you pointing to muscles in your arm, but I can give some information as to the different muscles the arm is comprised of.  The most prominent muscles in the arm that can be seen easily on the surface include the following:

Bicep

The bicep is a large muscle in the upper arm, and is the muscle most people will flex if they're trying to show how strong they are.  It's function is to rotate the forearm and flex the elbow.

Tricep

Another large muscle, the tricep, sits at the back of the arm.  Its function is to help straighten the arm.

Brachioradialis

The brachioradialis is located at the top of the forearm, and its function is to rotate the forearm outwardly and inwardly.

Deltoid

The deltoid controls the shoulder's movement, giving the arm a better range of movement.

Extensor carpi radialis longus

This muscle helps to move the wrist, and will bulge outwardly when you clench your fist.

So what muscle is it?

Without being able to see a picture of the muscle in question, it's difficult to say what muscle you're referring to.  I would suggest that it's likely to be one of the above, as they are the easiest muscles to view on the surface of the arm.
