In order to move to a database environment, all the current data needs to be organised and uploaded.  However, first a database needs to be located that will suit the needs of your data.  Sometimes this means manipulating an existing database in order to include extra information you wish to store.  It is extremely time-consuming and therefore costly to essentially copy all of the data onto a new system.  Depending on the scope of your date, you may also have to pay for server space in which to store your new database.
