The Illuminating Engineering Society of North America has produced LM-79-08, "Approved Method: Electrical and Photometric Measurements of Solid State Lighting Products". It describes the methods of making measurements on complete luminaires (LED "bulb" and fixture combination). You make the test by following the guidelines given in the standard.
