I don't think people should plan on living off the minimum wage. The minimum wage should be for jobs that are unskilled. IE: You can pull anybody off the street, and they can do the job.
If you want higher pay ... Get trained in some skills. So that you can do a job that they can't replace you with just anybody off the street.
I don't think there should be a national minimum wage. The cost of living in someplace like LA, New York, San Francisco, and many other large metropolitan areas is much higher than that in smaller cities or towns. Where I live you can rent a small two bedroom apartment for about $900. My daughter's rent in San Francisco is double that and because of rent control is about $600 less than what someone looking to rent her place today would spend.
And minimum wage is not suppose to be a living wage. It is what is supposed to be used to pay people who have no experience and getting their first jobs. With experience comes raises and promotions so you can earn a living wage.
