Are Finnish females more likely than males to not know English? Because my neighbor, Yumiko, and her friend, Kira, don't. They are both Finnish females in the US.

As a linguist, I could say there might be a number of reasons why she doesn't learn English. My first guess is maybe she has good social skills. Sometimes when people have good social skills they do not learn a language as well as others. It is because they use other communicative strategies to get their things done so they simply do not need to learn the language. It is a possibility. There might be other reasons but I am gonna need more details.
