How Can I Tell If My Oleander Is Dead?

Oleanders typically loose their leaves during winter, but the best way to tell if it is dead would be to scrape the bark on the limbs to see if there is any green underneath or if it is dried out and hard.
You can cut them back and let them grow new branches. I cut mine back after winter is over.
