Like all questions about math, in order to find the answer, you must know the basic principals you are working with.  Below you will find examples and a conversion table to help you figure these out on your own.  There are always conversion tools that you can use on the internet or readily available cell phone apps that accomplish the same things. It is far more useful to actually know how to do these yourself rather than relying on technology to do it for you.  For the technology dependant amongst us, the answer is 4/5 or 80 per cent.  For the rest of us, this is how you actually figure it out.

Start with a few basic facts such as these abbreviations and measurement equivalencies to get a good sense of what you are dealing with. 

Cc = cubic centimeters
ml = milliliters
oz = ounce
tsp = teaspoon
tbsp = tablespoon
1 cc = 1 ml (they are equal)
1 tsp = 5 cc = 5 ml
1 tbsp = 15 cc = 15 ml
1 tbsp = 3 tsp
1 oz = 30 cc = 30 ml = 2 tbsp = 6 tsp

Simple logic follows from there:
 
1tsp = 5cc then
4cc = 4/5 of 1tsp and
3cc = 3/5 of 1tsp and
7cc = 7/5tsp or (1 2/5)

The conversion tables are meant to break down measurements at a glance and reduce the amount of time needed to convert measures of all kinds.  Having access to basic conversion tables and other generalized and universally useful will better prepare you for any power outages, disaster scenarios that could easily arise in the world today.  Dictionaries and Almanacs are great printed resources for general conversion tables and other information.  The ability to read and use these tables should be taught to every child and reinforced throughout life.

Cc's stands for cubic centimeters.
Ml's stands for milliliters
One cc = one ml They are equivalent.
One teaspoon = 5 cc = 5 ml
One Tablespoon (Tbl) = 15 cc = 15 ml
One Tablespoon = 3 teaspoons
One ounce = 30 cc = 30 ml = 2 Tablespoons = 6 teaspoons

So the answer to how many Teaspoons is 4 cc's would be is 4/5 of a teaspoon.

In a standard teaspoon there are 5 ccs, so 4 ccs would be 4/5ths of a teaspoon.

A standard teaspoon can hold about 5cc of a liquid. You can interchange between cc, ml and cm3. So, 4cc would be about 4/5ths of a teaspoon.

Divide the teaspoon into 5 rough imaginary pieces. Now, if one whole teaspoon has 5cc in it, then that means that 5 parts of a teaspoon would equal 5cc. Thus one part would be equal to 1cc.
But you need 4cc. So, just fill in 4 parts of the teaspoon.

However, you can never be very exact about how much of the teaspoon you fill. 4/5ths to you might be different to you than to a friend. This accounts for a little error but is usually acceptable if you are cooking or if you have to take that much of a medicine.

For delicate laboratory reactions, it is better to measure out the amount using a pipette but I don't think that is what you are thinking. ;)
