Is It Easy To Transplant A Mexican Fantail Palm?

I have two (2) mexican fantail palm trees. They are 15 years old and about 20 feet tall. I have rapped them every year from top to bottom with the exception of last year 2009. I live in Forth Worth Texas. My question is that due to the severe winter we had this past year and I did not rape the whole tree, that they are not putting out new palms. OK, let me get to the point, I cut off the dead palms and at the top of one of the palm trees I put my finger in the top hole and pulled out a large amount of soft slimey stuff. Can you offerr any advice? Tom
