For adults, 120/80 is considered 'normal', but everyone is unique and what is normal for some is not normal for others. If the bottom number exceeds 85 they start worrying about the person starting to get high blood pressure. The bottom number should be below 90, and above 60 to be in the healthy range. Minor or short term differences are not considered a problem usually.
