Yes poison ivy is contagious if someone who is allergic to poison ivy touches the fluids from the affected person's lesions. This is not what we normally call "contagious", but if one person is allergic to poison ivy it is possible that they can contract poison ivy from another person's exposure.

The poison ivy is not contagious. The fluid inside the blisters is not contagious. However the spreading of poison ivy is due to different factors.

If poison ivy is not contagious, how come 3 days after I contacted it on my arm, it is coming out on my face?

it all has to do with the concentration amount and how your body is reacting to that concentration amount. In other words, you only got a little on your face and a lot on your arm. If it was so contagious, my infant daughter and my other two children would have contracted it from my husband who held her after the eruptions had started and been oozing.
