Hey NaOH does not react with Na2CO3, it is in fact, used in the formation of Na2CO3 by reacting with carbon dioxide and water. The reaction goes like this:

1st Step
CO2 + H2O => H2CO3

2nd step:
H2CO3 + NaOH => NaHCO3 + H2O

3rd step:
NaHCO3 + NaOH -> Na2CO3 + H2O

Na2CO3 is also used to form NaOH in the following reaction:
Na2CO3 + 2H2O => 2NaOH + H2CO3

I think its just that no reaction occurs because the it doesn change it ends up in the same place
