Because an acid and alkaline have to meet to make a salt

Take a very basic substance such as NaOH (sodium hydroxide), PH 1 or 2 and mix it with HCi(hydrochloric acid) PH 13 or 14 and the resultant reaction will yield;

NaCl (sodium chloride or table salt) + H2O (water). The PH neutralize each other to around 7.
