You could ask questions like: How much damage would this action do and to whom? Could it be more unethical not to do it, ie is it possible that this could be the least worst option? What are the possibilities of avoiding this action altogether? There are other questions you could ask but they would be quite similar, all based on the idea of trying not to do harm.
